
Caught?: Alleged Ballot Dumping In Milwaukee Sparks CPAC Complaint
Just before the election, Milwaukee has been thrust into the spotlight as the Conservative Political Action Conference (CPAC) files a complaint against what it calls illegal ballot harvesting at a Milwaukee drop box. The complaint, submitted to the Wisconsin Elections Commission (WEC) and local law enforcement, claims that an unidentified person deposited up to 500 absentee ballots in a drop box outside City Hall before fleeing the scene.
According to the complaint, filed by CPAC, a witness observed the individual around 7:55 p.m. on October 25. The witness described seeing two bags, including a large green bag that appeared full. The person reportedly emptied the green bag into the drop box multiple times, left the drop box, and ran after realizing they were being photographed. CPAC attached several photographs of the incident, though these images were redacted in the complaint.

CPAC Chairman Matt Schlapp called for a prompt investigation, alleging possible “fraud or corruption in the voting process” and urging both WEC and local police to look into the matter. Schlapp emphasized CPAC’s commitment to election integrity, underscoring the importance of transparency in absentee ballot collection.
This incident comes amid longstanding concerns in Milwaukee over election procedures, as the city has previously faced scrutiny regarding ballot handling and drop box use. Claire Woodall-Vogg, Milwaukee’s former election director, faced criticism during the 2020 election for delays in counting and her involvement in a controversial grant funded by Facebook’s Mark Zuckerberg. The grant, intended to support election operations, raised concerns about outside influence.

Paulina Gutierrez, who replaced Woodall-Vogg, recently assured the public that Milwaukee’s drop boxes are monitored by cameras and that the city has established a secure chain of custody for ballots. Despite these reassurances, CPAC’s complaint has raised fresh concerns and is urging both the WEC and Milwaukee Police Department to investigate the alleged ballot dumping.
