NTSB Report: Cargo Vessel Lost Power Hours Before Fatal Crash
A cargo ship that struck Baltimore’s Francis Scott Key Bridge in March, causing its deadly collapse, experienced an electrical blackout about 10 hours earlier in port.
The preliminary report from the National Transportation Safety Board (NTSB) found the outage on the ship Dali resulted from a crewmember accidentally closing an exhaust damper and stalling the engine.

After that initial blackout during maintenance at the Port of Baltimore, the Dali lost power again just after departing on March 26. It struck a bridge support, bringing down the Francis Scott Key Bridge within seconds and killing six roadway workers below.

While a full investigation could take over a year, the NTSB aims to determine the chain of events to prevent similar disasters. Investigators have interviewed the crew and gathered data from the ship, which was headed to Sri Lanka when the tragedy occurred.
“Our mission is to determine why something happened, how it happened and to prevent it from recurring,” NTSB chair Jennifer Homendy stated after the disaster.
